Tourist visa for baby while waiting for UK Citizenship decision

Hello,

I have a question I was hoping someone could provide some guidance on:

Context:
Mother: Aus passort ILR obtained Oct 2020
Father: Aus passport T2 dependent visa ext Oct 2020 (started on T5 Youth Mobility Visa so first 2 years in the UK are non qualifying)
Baby: NZ passport (by descent on mother’s side); born early 2020 in the UK; UK citizenship application submitted Oct 2020; Biometrics appointment scheduled Nov 2020

My question is - if we were to travel abroad, would my baby be 'allowed' back into the UK on a tourist visa on the basis that he has a decision pending on UK citizenship application? Or is the only way for him to enter the UK on his NZ passport is with a T2 dependent visa?

Be known that except for work reason you cant travel abroad from coming Thursday until 2nd December.

Absolutely, this is for travel when allowable to do so, assuming the immigration status for each of us does not change (best case scenario my son's UK citizenship is approved and we can apply for his UK passport by that point). Thanks
