PBS Dependent To Skiller Worker Visa (Defined Cos) - Switch in UK

I am currently on ICT - PBS dependent visa and now my company assigned in defined Cos (Shortage Occupation).

Previously, for tier-2 (general), you have to leave from the UK and have to apply from your home country.

But now Tier-2 (General) visa replaced with the new visa system "Skilled Worker Visa".

Now, Is it possible to switch with in the UK - from PBS dependent to "Skilled Worked Visa" - Shortage occupation with defined Cos (Restricted CoS)?
