FLR(M) eligibility/submission date

Evening

I'm a UK citizen and my wife is a non-EU national who is currently in the UK on a Spouse visa, with LTR until 11/11/2021.

Can someone please offer clarification on when we can apply for FLR?
I'm slightly confused as I've read some sources say '28 days before LTR expiration' and others say
'28 days from the 30 month anniversary of arrival in UK'.
