Coming on Spouse visa after April 9

Good afternoon,

I just want to know if my wife would have any issues coming on a Spouse Visa after 9th April from Pakistan, as Pakistan has been added to the redlist.

Reading the Governments advice it does say "Long-term visa holders", but I just need some clarification.
