UK SPOUSAL VISA FOR IRISH RESIDENT

My daughter who lives in Northern Ireland and is a British citizen married a guy from outside of the EU and UK who lives in the South of Ireland with a residence Visa band 4 of one year. However he has lived in the South since he was a child. He is not able to live or work in the North so he lives and works in the south and comes to visit her. They need some advise on how they can live together in the North. Does he need a spousal visa to live in N Ireland or just a work visa? He was going down the route of getting Irish citizenship but now thinks it might be best to go the UK route. Anyone in a similar situation who can give them some advice please. She is a student so doesn't meet the criteria of earning the threshold of £18000 but they do between them but he's not in the UK. Thanks in advance for any insight.
