My Spouse today forgot to handover the TB test report while submitting the application at VFS office India. . It was not asked by the VFS officers too. Will it impact VISA decision? Will homeoffice reject the application ? or Is there any chance for home office to refer back and ask us to upload the TB test again ?

It is a well stated requirement and there are reports of refusal because of this.
However, for a CW who complies with the guidance, it is required that if anything is amiss the applicant should be asked for it before decision is made but not much of the CW appear to do that.

When did you submit your application? Caseworker maybe could trigger evidence flexibility if it is the only document missing but it is very subjective.

My spouse & child attended the Biometric in India yesterday. All other documents were uploaded other than the TB test. Is there anyway I can contact the UK home office decision making team regarding this ? I don't want the dependent visa to get rejected due to this.

I will recommend you to use the assisted scanning for all your documents to scan all documents you have previous self uploaded again as it's worth using this since you can't rely on the caseworker to trigger evidence flexibitliy in this case.
