WIFE SWITCHING FROM WP DEPENDENT TO TIER 1

My wife is WP dependent & working on contract in UK and qualifying the earning criteria withing 6 months of her job. Her points are as mentioned below:

Age 10 (29 yrs of age)
Qualifications 35 (MCA from India)
Earnings 45 (she earns 58K gross annually in UK)
United Kingdom experience 5 (She does have exp)
Total (75 points required) 95

I want to know if she will be able to apply HSMP from within UK?

If not, if she applies from home country, I want to understand if she can show the income in UK and apply for the HSMP Tier 1 from india?

How much time does it take to get the HSMP?

I will be switching over from WP to HSMP dependent, what will be the process and how much time will it take?
