Confusing uk child dependant visa application question

am helping to fill my daughter UK child dependant visa application form and part of the confusing question asked is this:
1. Family who lives in uk . Do you have any family in uk
YES OR No
I happen to have a brother that lives in UK ,does the UK immigration rules recognize my brother as part of family for her as her uncle?
