IHS Surcharge /Refund - Dependant switching within UK at a later date than main applicant

Hi ,

I am on Skilled worker visa in UK starting Jan 2022 & expiring on Feb 2025 ( shortage occupation , 3 years or less) .
My spouse is currently on a Tier 2 ICT visa which expires in Sept 2022 and planning to switch visa as skilled worker dependant and trying to pay the IHS surcharge.
It shows up as 624 * 3 on the website , however since he has already paid IHS for his current tenure and switching to skilled worker after 6 months apart from myself , should we pay for only that tenure and put the work start date as the date from when he is submitting his application ?.

Are we eligible for a refund in future if we pay the entire amount? Please help us ! Thank you :)
