Is Small business rate relief a public fund?

My wife has a tier 2 dependent visa. She would like to rent a small office in which she can apply for "Small business rate relief" to the local council for lower business rate.

I worried that this relief will be regarded as "Public fund". May I ask if anyone knows whether "Small business rate relief" is public fund? Thank you so much

I have found a list of items which is classified as public funds.

Is it safe to think that "Business rate relief" is not public funds if I cannot find it in the list? Any ideas? Thank you in advance.
