My mate applied for a provisional driving licence from DVLA, sent in current passport with no immigration stamp. this was sent back as they wanted proof of right to be here, sent in old (expired)passport that has ILR stamp. He got a letter from DVLA stating that they can not confirm the authenticity of the passport supplied and that the passport is held at Beckett House. Any idea what is going on.

Then if the passport and ILR is OK they should get their passport back with a driving licence (if they qualify)

Thanks paperpusher for your advice, he was really shaken up as he fought hard to get it and he was thinking that they made a mistake issuing it and now want to revoke it

beckett house is an immigration removal centre. are you sure your friend was using that passport with ILR to travel. i think your friend is not telling you the truth ,he must have put in those fake ILR on his passport. now DVLA works with HO for identity fraud purposes

I must admit it sounded a bit dodgy to me, but I can assure he travelled, the passport with the ILR has expired and the new passport is the one he uses to travel and the one with the ILR plus the HO letter is the one he uses to prove his right to be here.I have seen the heathrow and foreign stamps in his passport.

Ok then they are double checking and if it doesn't check out, he will end up having to check in regularly or deported.

if you not satisfied let me know will get another link for you. they started it years ago. i remember some of my zimbabwean friends tried to change their zimbabwean licence to a british one back in 2005 using passports with fake ILR and DVLA reported them to HO and immigration came to get them 3am in the morning and they got detained and were sent to prison for a few months. they could have deported them but they had to claim asylum in the end.

what i am failing to understand is ,if your mate had a genuine ILR why did he not apply for a licence soon after getting his ILR. why wait for the passport to expire then send a new one to DVLA. that sound dodgy i am afraid.

It turns out that the HO had his passport for over a year and by the time they returned it to him his counrty had issued new passports - he submitted the new one and DVLA knocked it back - he then submitted his old passport with the stamp.
He is married to a British National and they have a child who is also British so deportation seems to me unlikely.
Although he was a bit hesitant when I mentioned your suggestion of the stamp being fake.You have planted a seed in my mind.

If your friend has been married for over two years he is very likely to have ILR stamp. If not married for at least two years it would be through some other route other than a spouse visa entry to the UK.
Easy to see why DVLA passed on his details to UKBA. One quick visit to the reporting centre with his old passport and he should be fine. Of course that assumes the ILR stamp is not fake.
More to the point, if he has been in the UK for sometime how did he manage to drive without a licence or has he just learned to drive?

So dvla isnt coordinating with HO
but they will forward stuff they think is dodgy

They forward any non EEA passports that do not have a valid visa.
