Switching Job: Change of Tier 2 Skilled worker Sponsorship From One Employer to another

Hello Team,
Does any one knows the process of changing sponsorship from one company to another company within UK, One of my friend currently inside the UK, previous COS is System administrator New Job is Infrastructure engineer. Is there immigration fee is involved every years if so how much is the fee apart from NHS Fee , since employer is hiring foreigner. how many days the process involved. I have one use case :They Give advertisement as infrastructure engineer conducted some interviews and selected one candidate as a System administrator for the same role on contract basis because the Job description and Candidates Previous experience matches with Job advertised. please advise. What is the process involved to switch visa within the country, How many days will take the entire process to complete. please advise.
