Tier 1 Dependent Maintenance Fund - Applying Outside From UK

I am currently living in UK as Tier1 general immigrant and i am going to apply for my wife visa who is in overseas. I have couple of questions related to dependents of Tier1 general migrants.

First question is about the evidence of maintenance fund needs to show for Tier1 dependents. As the evidence of maintenance fund for Tier1 applicants applying from overseas is changed from seven days to one calendar month prior to the date of submitting application. I would like to confirm that is it only valid for Tier1 main applicants or it is also applicable for dependents of Tier1 general program or evidence of maintenance funds for Tier1 dependants shouldn't be more than seven days old on the date of application submission.

Second question is about the requirement of maintenance funds need to show for dependents. Guidelines states that if main applicant is already in UK for more than 12 months then the requirement is £533 otherwise its £1600. I am living in UK from more than 3 years, however i am living as Tier1 general migrant only from last 3 months as i was previously on IGS and student visas. Could you please confirm how much amount i need to show to fulfill visa requirement.
