Care worker dependent married after rule change

Hello,

My brother who lives in Pakistan is currently in the UK on a visit visa. He will go back next month and will get married. His wife to be is in the UK on skilled worker visa working as a care worker. She arrived UK in 2023 before the rules changed regarding dependents for care workers.

Will my brother be able to join her as her dependent or will his application get refused because marriage did not exist before the rules changed?

Please help.
