One of my friend has forgot to cut and return the expired BRP to the below address:

The BRP has expired before 2 years. The latest BRP has the permission until 31-12-2024 and he is aware that he should keep the latest expired BRP as it can be used for 18 months after the expiry date printed on the card to:
- get a share code to prove your right to work in the UK
- get a share code to prove your right to rent in England
- create a UKVI account to get access to your eVisa
- apply to stay in the UK
Is it ok if he can return now the old BRP (expired before 2 years) as he forgot?
Two important things that he is worrying of:
1. As per the UK government website (https://www.gov.uk/biometric-residence-permits) - You can be fined up to £1,000 and made to leave the UK if you do not report a lost or stolen BRP. If he cut and return it now to the above address, will the Home office fine him £1,000?
2. What are the implications on ILR application as he is going to complete 5 years next year?
