Can a T1(G) Dependent study?

Yes they can study as well as work.

Tier1 dependent can study but if u r in the UK for less than 3 years, then you will be treated as an International student and charged International student fees

If u complete 3 years of stay in UK , then u will be charged Regularl Fees

Being in UK for 3 years satisfies one of the requirements.
Other requiremnent is either you are EEA national or have ILR in UK(settled).

You need to satifsfy both requirements to qualify for resident fees.
