The GATS visa is more a way of simplifying the business visa and primarily targeted towards simplifying life for the offshoring community. I believe it shall allow access to multiple countries on single visa to the individual. However, they are proposing stringent measures against immigration under this visa category. Hence may have a totally different line of use as compared to the HSMP or WP.
