The manner in which a country issues its passports tells you a great deal about its own self-respect. The acquisition of a US passport is only mildly easier than a barefoot trek to the Arctic, towing a stalled tank. Even service in the military does not, of itself, entitle a person to a US passport. And US passport holders must be tax-compliant with the US government. You certainly don't get a US passport simply because you mentioned that you might set up a factory somewhere. Americans -- who usually get these things right -- take their passports, their identity and their immigration policies very seriously indeed.
We do not. We have refused to create clear definitions of almost anything relating to these matters. A nice, lazy fudge is our answer to all complex problems. All power to those who are able pursue their own self-interest.
