Switching from WP (Tier2/ICT primary) to Tier1 dependent

Dear all,

One of my friend is on UK on Work Permit. His wife recently got EC under Tier1, back home in India. Now he wants to switch, become Tier1 dependent to his wife.

Does he need to return back to India to switch or he can do it while in UK?

Based on above UKBA link, i think to swtich into Dependent one need to go back to home country. Am I right?
