Exempt or not???

Hi there,

I will be applying for an extension soon. I would like to know whether I am exemp from payment or not. I am national of Azerbaijan.
My initial application was based on HSMP letter (applied on 20-Apr-2008).

Exemptions to the fee for main applicants only where the transitional arrangements for holders of a valid hsmp approval letter apply (see previous paragraph)
Nationals of countries that have ratified the 1961 Council of Europe Charter or the 1996 European Social Charter (revised) are exempt from payment of the fee, but only where the transitional arrangements relating to the holders of a valid HSMP approval letter apply (as set out in the previous paragraph). Therefore, individuals making such an application who are from Albania, Andorra, Armenia, Azerbaijan, Croatia, Georgia, Former Yugoslav Republic of Macedonia, Moldova, Turkey and Ukraine are exempt from the charge.
