Please help urgently! I applied from Zimbabwe to do a Level 3 course with an A Trusted sponsor, a private college in the UK. I submitted my application 18 June 2010 and at that time the sponsor could still enrol students on Level 3 courses. I received a refusal from home office yesterday 19 Aug 2010

stating I had zero points for because 'you have claimed 30 points for a valid CAS. However, your course is rated as level 3 on the NQF. The published guidance states that only Highly Trusted Sponsors are able to offer courses at this level. [Your college] has been rated as an A rated sponsor and as such is not able to offer this course. Therefore, I am not satisfied that you have a valid CAS and you have not been awarded any points for the CAS.
The guidance notes at time of application said I could apply with an A rated sponsor until 30 June. Also my sponsor received confirmation from UK Border Agency that they could 'continue to issue CAS for EU students for courses at NQF level 3 or equivalent' until a decision was made on their sponsor rating.
Sorry, my question is what date is used to decide the validity of my CAS. Is it the date I applied which would make it valid because my sponsor could still issue CAS for level 3 courses OR is it the date the Case Officer actioned my file which was 2 months later and by that time my sponsor had been turned down as a Highly Trusted Sponsor?
