You need to show that you as the sponsor or the applicant himself needs to show that they can stay here without recourse to any public funds and that they will go back after their visit in order to get a visa.

If you cant then its not worth applying as you are unlikely to get it, but at the same time could cost you a lot of money for nothing in return.

Yes he can if he wants to get father in law to sponsor applicant, but questions maybe asked why a close member of family cant sposnor.

Also if father in law is not related to applicant, then it may not be possible to apply for a family visitor visa and will probably have to apply for a general visitors visa, which would not give father in law right to appeal if application is refused
