what are the slots timing? for TIER 1(self employment)

what are the slots timing? for TIER 1(self employment)

as far as i am aware slots timing for submitting applicationsa re..... 9a.m-12 in afternoon

but one consultant is telling me he as a slot available for 3 oclock this afternoon.... is it correct?
