Help need in 320(21)

Hello All !
My study visa got refused in 2008 under immigration rule 320(21), i also got right to apeal and i did apealed 2 times but both apeals were dismissed, now i want to know can i apply under new tier 4 system or did i got 10years banned.

That means that you'll probably need to post the reason(s) of refusal for people to understand what 320(21) was all about, and if and how much affect it may have on EC applications.

Well according to ECO i have submitted False documents regarding my sponsour relationship with me.
As my sponsour was the 1st cousin of my mom and when they foned my sponsour he didnt gave them exact infos about our relationship.
