Need Help on switching from Tier2 dependent to Tier1

I have few queries :
1. Can a tier 2 dependent work full time in UK (legally its possible but is it true practically also )
2. I would be planning to switch from Tier 2 dependent to Tier1( General ) from inside UK , Should i need to apply on or before 5th april 2011 , or fresh applications would be accepted after 5th april also from inside UK .

1. Not sure what you mean about whether it is practically possible to work full time? Do you mean will you be able to find a full time job? It depends in what area you are living, your qualifications, experience, what sort of job you want, and what your expectations are re. salary,

2. It is not possible to switch to Tier 1 General from a Tier 2 dependent visa as you don't satisfy 245C(f)

Regarding full time job , i meant that whether employers are hesistant to give job to dependents ? as their tenure to stay in UK is variable and it depends on the tenure of the main applicant .
