Hi,
The UKBA says the Tier-1 from outside UK has indefinitely closed - is that means tier- from out of UK is closed for ever??!!

Yes. Indefinitely until further notice. There are other forms of Tier 1 such as entrepreneur, Exceptional etc which will remain open.
