Can somebody tell me what the document is that contains the following chapter, ie what is the source.

CHAPTER 2. RIGHTS OF NON-EEA NATIONAL FAMILY MEMBERS OF EUROPEAN ... Making an application for a Residence Card in the case of retained right of residence: ..... applicant is the rightful holder of the Home Office issued identity card. ...
