Which one can be more adventegeous applying from uk or my home country ( turkey ) ?

An in-time Application within the UK may give better appeal rights if refused.

Within the UK, even if refused you will stay here legally and go on to appeal and if the appeal is refused, you have further chance at Upper Tribunal. Appeal times are quicker within the country.

Outside the UK:
Alot of caseworkers make mistake and end up refusing visa on wrong basis which are obviosuly issue but through appeal which really takes a long long time.! and YOU ARE OUTSIDE THE UK doing nothing.

If it is a PBS decision then you'll have Administrative Review that is done within 45days
