Help required for Administrative review

Hi

My friend applied for Tier-4 student visa for ACCA+MBA program in LSBF. His visa was rejected stating that "one CAS is not sufficient for two courses". Many of the other students got visa from same post for same course. Now he is planning for admin review. Can any one help him in how to write in admin review.
