I already said "yes" to the question asking if my visa was refused and I had provided the details there with reference number, date of refusal etc. So is there any need to fill section 8 also?
just fill it as detailed as you can
3) Should I mention in the covering letter that Bank statements I have provided are according to guidence for applicants?
as long as they are original, you don't have to mention anything
4) I know how much money I am supposed to show, but having gone through previous posts I can see that people were refused coz ECO didnt know that the required funds were as per guidelines, in that case should I attach the print out of "Gudielines for funds" along with my application. If I attach a print out, will that put ECO off? I dont want to offend anyone.

My queries might be silly, but believe me what I have gone through in last few months was very stressful and your quick response to this will be highly appreciated.
