Student Visa extension refusal due to English language

Dear Friends,

I need a urgent help and I am in tension.

I applied for my student visa extension on 18 may 2011. I received a rejection letter on 21 june 2011. The rejection letter conveyed that,

''My sponsor has not assessed my English language skills and have not mentioned any thing on CAS therefore my CAS is invalid''

I have not written IELTS and my selection was on the basis of bachelors degree in India.

What should I do in this case scenario? if my university issues a new CAS mentioning my language capabilities will my application may be successful

Do I have to still generate a new bank statement (1200£).

Can I make a new in country application along with an appeal and new CAS. If this is possible how much money should I show in my bank account. Is it 5400£.
