Tier 2 (ICT) to Tier 1 dependent

My wife is on Tier 2 ICT for 1 year and our 2 year old son is her dependent
I am on Tier 1 for 1 year. We are now looking to transfer her and our son visa to my dependents. Three questions
1) Is it advisable to switch from Tier 2 ICT to Tier 1. We are doing it to have more flexibility in her employment.
2) Does she have to leave the country(we are Indian citizens) and apply from India or can she apply from within UK?
3) If she can apply from within UK, what is the procedure?
Help is highly appreciated.
