SETTLEMENT VISA UNSUCCESSFUL/MISSING DOCUMENT

I am in the US and applied for a settlement visa (unmarried partner) but neglected to send my partner's proof of UK citizenship. I did not read the guidance properly. They requested for it to be sent within 2 weeks. They asked for the document 4 weeks ago, but it was difficult for my partner to get away from work before 5pm to have the document notarized.
I received an email that they are returning the documents today.
I have the birth certificate and will have my returned documents from NYC tomorrow. Can I reapply immediately and not have to pay the fee again?
I could send everything back to them this week! This must happen often... Does anyone have advice or information about this?
I assume everything else was in order, we had evidence of living together for over 3 years. I was a student and then on a Post study work visa which expired and I returned to the US to see my family before it expired. We did not know about this visa while I was still in the UK, unfortunately.[/b]

You may apply again anytime you wish but you'll have to pay the fees again.

Did they refuse your application cos you didn't send all the docs?

Thanks for the replies... I was not able to meet their deadline which they specified to send the birth certificate to NYC. I was a week overdue.
