Need advice in applying for a dependant visa

Hi, I am working and living in Jersey, United Kingdom, I need a work permit to work in the UK as I am a foreign national. I recently got married to a Russian(not someone i met off the internet). I would like her to join me here in the UK, the UKBA website gives no information regarding required documents, i have tried calling the Home Office too to find out, but no vain.

Also I have been told that I must include a letter to the ECO with my application which states where, how and when i met my wife and how long were we in a relationship and further details - not sure if this letter is necessary.

Advice please...
