Tier-1 Dependent visa applicatio in different country

Hi,

I am on Tier-1 but currently in South Africa on work permit. I am planning to get married in May and was thinking whether I can get my wife here on visitor visa and apply for her dependent visa to UK from SA.

Also my visa is up for extension in September. Can I apply for her dependent visa while I am applying for extension. If yes, if I apply for extension with a personal appointment, does my wife have to be there with me? (Its not possible for her to be there as she wouldnt have a visa to get into the country)
