For an applicant outside the UK, it deepends on the procedure of the bRITISH EMBASSY/HIGH COMMISSION.
For most however you apply for an Entry Clearance with the appropriate form and all relevant documents. The issue of interview depends on the discretion of the Entry Clearance Officer. I f everything is okay, you could get your Entry Clearance without an appearance at the embassy. Otherwise you might need to attend an interview.
I got my EC in Nigeria without an interview.
For someone in the UK under the Work Peermit or similar setttlement route all you need to do is to apply in the country for a switch in your visa category. Otherwise u will follow the procedure earlier stated.
