No you don't need to be working full time for stamp1a - stamp1a is for accountancy students which allows you to gain work experience compared to stamp 2 (normal students) who can only work 20 hours per week.

I contacted the department of Job Call Centre recently if 30 K is compulsory for the high skilled workers list and the guy i spoke told me NO it can be below 30 K and depending your merit you will get approved or rejected.
