I have just gone through English Language FAQs in this forum, questions are answered by Sushmedtha - Great work, However, the following section is very confusing and I would request Sushmedtha to correct/edit/add more info to make it more clear.

It means that anyone applying for naturalisation based on an English language test taken on / after 12-Nov-15 cannot rely on ESOL qualifications or non-SELT examinations or SELT examinations taken at un-approved test centres.

You then jump to Nov 2015 which is not relevant to October 2013 statement. My understanding is that people who used ESOL Entry Level 3 on or after 28th October 2013 are still exempt. They don't need to pass the new tests. Whether it is from approved centre or not.
