HSMP wants to see evidence that the position for which you are claiming graduate level points
normally requires a degree. My understanding is that they also want to know
why the position would normally require a degree -- what it is about the position that requires the skills and knowledge base that is usually aquired through university-level degree. (The degree must also be the equivalent of a UK degree).
Unfortunately, the fact that you may have such an education does not
necessarily get you the HSMP points. It is
the position itself that they are looking at -- in fact, it
is possible for an applicant to
not have a degree and still be able to claim graduate level points
if the position being claimed for would normally require a degree, and the applicant is therefore functioning on a graduate level in terms of skill and experience and knowledge. It sounds like you may be someone who has a degree but who is in a job that does not neccesarily require graduate level skill and knowledge.
If the job would normally require the skills and knowledge of a university-trained worker, why is your employer declining to state that in writing for you?
If you remain convinced that your position does in fact
require the skills and knowledge normally obtained via university degree, you may want to provide for the HSMP evaluating team evidence of other positions in other companies that are substantially similar to yours and which do normally require a degree. You may want to write a supplemental letter to the HSMP team (for inclusion in your re-application) explaining that this position in your industry does normally require a degree. You may want to include examples of duties, responsiblities and/or projects you have been involved in in your position that demonstrate your use of graduate-level skills and knowledge.
But, ultimately, if your position is
not one in which university level degree and skill/knowledge is requuired for competently and safely performing the job, you will
not be able to claim the points for "graduate level", in my opinion.
