I believe 2021 would be a on the balance of probabilities for a successful application of naturalisation as a British citizen, consideration of a submission date.

I have the same issue as you and exactly the same entry and dlr issue.
First arrived to the UK: October 2002.
Received FIRST DLR 2003 (I was 16) UNTIL 2005 (I became 18).
REFUSED EXTENSION and stayed absconded but with social services knowing my whereby as I was under their support and my younger brother until 2009. Several emails to Home office to overlook my case again and letters from solicitors until 2007 or 2010 (I cant remember exactly) where I was told to start signing and reporting to the home office centre.
- I was granted first 3 years DLR in August 2011 until August 2014.
-2nd DLR APPLICATION APPLIED 28 DAYS BEFORE THE first LEAVE EXPIRED. (July 2014)
- BUT WAS TOLD BY THE HOME OFFICE IN DECEMBER 2014 that I used the wrong form. Gave me another 28 days to resubmit. The resubmission was accepted and was given the 2nd DLR IN January 2015.
-2ND DLR EXPIRES IN JANUARY 2018. Applied for ILR AND RECIEVED IT IN FEBRUARY 2018.
- I WAS TOLD BY CR001 and my solicitor I would fail my good character under the citizenship criteria if I apply in 2019. So I would need to wait until August 2021 until I can apply for my British Citizenship.
So I reckon our story are exactly the same.

Looking at the home office letter response you have just dropped it gives us a slight chance if someone understands the Home Office response clearly.
So as an illegal entry in 2002 I can show them my ARC card which they provided and I still have. I can provide them with correspondence to show I was in touch with them all these years.
Its actually understanding the response clearly and if there is a leu way. Looking at it they are suggesting from the day we applied or entered the UK (IF YOU HAVE GOT EVIDENCE) . CORRECT ME IF I AM WRONG.
