Could you please advise if there is a set format or a sample of the NOC letter so that I can liaise with my friend to get the ball rolling before we submit the spouse visa application.
This is what we used for our application:

We, LANDLORD 1 and LANDLORD 2, can confirm that we are the landlords and owners of the XXX bedroom(s) FLAT/HOUSE located at the aforementioned address.
We can confirm there is/are XX bedroom(s), a Spam, living room and a bathroom at this address.
We can confirm that SPONSOR has lived at the property since DATE as per the attached AST agreement. Further, we have no objection to his fiancé, APPLICANT, moving into the property once he has successfully completed the visa application process and has provided us with the relevant visa documentation from the UKVI / Home Office showing that he has the right to rent.
TENANT is currently the only resident at this address and there is more than adequate space for a second person. Note that with this additional lodger, they will not break the Housing Overcrowding Act.

Of course, para.4 needs to be amended to suit your circumstances and detail the other residents (if in HMO).
Do also note that if the property is owned by one/more, you will required a signature from each on the NOC.
