Keep in mind that the cultural expectation of the police outside the Western world (now you can probably even exclude the US) is very different to that in the West, especially in the UK.
Outside the West, the police are very feared, with them tending to be seen as social bullies who can and do manipulate situations to put themselves at an advantage. They are nowhere as friendly as the police in the UK or the rest of the West. For instance, in my country of origin, it is nigh on impossible to find witnesses for crimes committed in broad daylight and in the midst of crowds, simply because nobody wants to be listed even as a witness, as even that can cause a lot of trouble with the police.
I would not be one bit surprised if the issue here is simply a psychological fear of the police, not an immigration issue.
It is also not impossible that she may have had a bad experience herself with the police in her country of origin and therefore is mistrustful of the police in general.
