No you can't, the rules don't permit it because your spouse got ilr based on long residence and not through PBS 5 year route. The rules about this changed in April 2014, link below, so it isn't anything new.Can't I apply for ILR even if I have completed my 5 years as PBS dependent from June 2014 to June 2020?

There is NO 90 days maintenance fund requirements for FLR M spouse visa. The 90 days maintenance funds is only for PBS routes.as I am her dependent? do I need to show any financial statement of 90 consecutive days?

Your original leave to remain would have been for 2 years. You cannot have had an application considered, granted or refused on another route since that time.
