There is always a lot of debate around this topic. As a Canadian Permanent Resident you have the same rights as a Canadian citizen (except for voting and holding security sensitive government positions), including right to live and work anywhere in Canada.
However, provinces would nominate, primarily for the benefit of that province. So, it is possible, but I don’t think this has ever been tested, that moving outside the province could jeopardise your PR renewal or citizenship application.
This may especially be true for Quebec. Before you get Quebec Certificate of Selection, you have to sign a declaration that you will stay in Quebec for three years. From what I have read (but don’t know for sure), if you leave Quebec within 2 years, without a strong reason (e.g. cant find a job in Quebec, etc), it may impact your PR renewal and/or citizenship application.
If you are looking at Quebec, I would strongly suggest that you plan to stay there. For any other province, I would still recommend that you don’t misuse and abuse the system and plan to stay in the province. Even if it has no impact on you, misuse and abuse of the system only make the regulation tighter and impact those who come after you.
