The reason you are not eligible is that your mother was British by descent herself at the time of your birth, so even if women had been able to transmit citizenship in 1980, she wouldn't have been able to pass it on you.
I suspect the answer is no. Indeed the answer is no, unless for some very strange reason the 26/27 year old is still dependent on his mother..... I'll leave someone else to give a view as to whether a ?26/27 year old Egyptian living in the country of his birth can use the fact that his British citizen mother moves to the UK to move to the UK himself.
