Back in the days when paper docs are sent to HO, people could get the application reference, write a letter and send such 'sensitive/personal' document to HO by yourself. Not sure how this works in these times of online application.

He states sister asking for cover letter reading he is supporting them for their one month stay. If supplying bank statements, then in my direct experience, gave payslips to show what payments/income get that gives the confidence to state capability to support them for the one month. It depends on the individual circumstances.
I never sent bank statements or payslips to my parents-in-law, since they are more than able to finance their travels. If you are the one paying for the trip, then yes, you will need to show proof of your income.
In the invitation letters I sent, I only ever stated my relationship to my in-laws, why they would like to come visit us (grandchildren, etc.) and that I have ample place for them to stay with me for the duration of their visit.
My documents for them were invitation letter, copy of my passport, proof of address, copy of my tenancy agreement and a letter from my landlord stating that he has no objection to my parents-in-law staying with us for a few weeks.
The only bank statements supplied were from my parents-in-law's side.
